INTRODUCTION The contracting-out of government services is an important issue facing government entities in the twenty-first century. Much of the research on contracting-out has focused in two areas, the decision of whether or not to contract-out (Donahue 1989; Avery 2000) and whether government achieves the goals of contracting-out, reduced costs and improved quality (Hodge 1999; Savas 1982; Donahue 1989; Savas 2000; Citizens Budget Commission 2000; Sclar 2000; Brecher and Spiezo 1995; Smith and Lipsky 1993). Much less attention has been given to other issues related to contracting--the efficiency of the contracting-out process, governance of the contracting function and corruption. This paper uses a case study to examine these related and significant issues in the field of public administration.
